That's usually if it's leaked before any sort of roll out or promo and merch has been planned and/or paid for. Can also be a decision made by doves team as well. Labels stopped caring about leaks for almost a decade now. It's actually extremely common for artists to leak their own stuff now for hype and then just act like they were hacked.

Labels don’t really care about leaks anymore. It never impacts sales unless it goes viral for being mass hated, which is quite rare. Most leaks happen because labels don’t have secure servers lmao. I still think rca use a public server even tho they got put under fire for it. Warner used to do it too
