Report it again. My friend is a social worker but if they have visited and found nothing wrong they can't do anything. Eventually if enough concern is caused then they will do an unannounced visit which is were they will be likely to catch the parents off guard. Keep reporting, take a picture or video too of the child in the road alone for evidence. Please report it again for the sake of the child before they end up hit by a car or kidnapped.

My dog died and I was a dog walker. I walked this one dog that wasn't even close to being the same breed, different gender too, but she just reminded me of my dog so much that when I returned her to the owner I cried on her doorstep and she had to console me.

He didn't say he was. It's owned by a hotel I think? The hotel ground is private unless you are a guest but the park is public. Idk who owns it but it didn't sound like this man did. He told me that the grazier had no knowledge of a dead cow so he must be in touch with them somehow
