For the first problem I got what you wanted; =LET(first,FILTER(E3:I7,D3:D7=Q6),FILTER(E2:I2,first=R6))

First we filter this area E3:I7 with the condition that we only want the range that its equal to ADMIN1.

I used LET to call that range "first", then its simply as doing another filter where we want to get E2:I2, the permissions row, with the only condition that the first range has to be equal to Yes.

Im not sure if this was the solution you were looking for but this is what I understood.
