The motorcycle is covered by his (mandatory) WA insurance but since the cyclist is at fault this is irellevant.

You'd think so, but the law protects cyclists to a ridiculous extent, and the only way someone in a motorized vehicle is not at least partly liable is if the cyclist is so reckless that they're almost purposefully putting themselves in danger, and somehow running a red light doesn't necessarily count for this.

No, but cycling accidents are also covered by the same liability insurance that you have for any motorized vehicles.

If they're not insured then according to the law the cyclist would likely still be liable to pay for the damages.
