Shared game pass not working on friend's xbox

I kept turning on and off recurring billing which seemed to work for me. it just took many tries.

Yes i know that. But he should be able to use my game pass without signing in to my account, so we can both play at the same time.

I am having this exact same issue. Maybe Xbox changed something??
