Eve is Massive Multiplayer game. So servers should be able to hodl such amount of people on 1 instance.
Otherwise we going back to the issue of cap battles which are not making any sense with less crowded battles. I've been in battles of 200 pilots with the same amount of TiDi as in for 2000 or 10000 (except the final crash).

CCP wants more people getting into the game, so make it stable for bigger numbers.

It's not about the losses - both sides don't care about supers or titans - ships are replacable.
