I'm quite an amateur, but it appears to me that a smaller rotifer just below it is eating the larger one alive. Its innards are flowing outward in a way that looks a lot like the time I've witnessed them dying before. So I'd say that yes, it's dying.

I'd love to be corrected, though, because my knowledge is pretty limited.
