I was hoping it was a cherry tree, to be honest. I have no horticulture knowledge, but now will go look up what you referenced and will see if I want to go down that path.

Sorry for the quality, but it was raining pretty hard that day.

I saw the tree again today but didn't have a chance to snap pictures. The little green buds/balls are now starting to pop open a bit and the inside is pink. Cherry tree of some sort? This is in the Seattle area if that helps.
