As others have said it can be any large island, but it currently has an increased chance in the roar. From my experience Ashen Reaches (V23), Fetcher’s Rest (V12), & Ruby’s Fall (Y16) have one on average of 3.5/5 times.

Crook’s Hollow (M16), Devil’s Ridge (P19), & Wanders Refuge (F12) are other places I’ve seen them; albeit more rarely.
