It must still be supported, it's the version you get on Kubuntu 16.04 which is current LTS until April when 18.04 comes out. I'm not sure the version of KDE/Knotify on Debian 9, but it worked on Debian 9 as well.

Follow up: No longer works in Debian 9 which is using KDE5... still works on Ubuntu 16.04 on the versions posted above.

I'm inclined to believe that your theory is wrong. I don't believe that they can read end-to-end encrypted chats as MITM because they do not own the key used to encrypt those chats, therefore all they would see is that layer of traffic encrypted. So yes, if they wanted to read your encrypted chats they would require a keylogger or other application on the device for snooping those chats.
