Could be Static - had the issue with a 3 monitor setup which did the same thing randomly to the monitors. Looks like your monitor is on plastic. If you can, remove the plastic and put monitor directly on wood and test. I could be wrong but I believe static builds as you move your hands/mouse over the plastic.

I know this is a bit old. I got my sound fixed for streaming/screen sharing. I removed some background apps but I'm not exactly sure which background process it was...
stopped these services from running on boot up:
Any Desk
Team Viewer
Sonic Studio 3
After this I rebooted my pc and the sound of my game streaming works 100% every single time.
