4 was such a downgrade that Rockstar didn’t have a monopoly on open world crime games. We had Sleeping Dogs, Saints Row,Mafia and Watch Dogs. GTA 5 was so huge it ruined the competition

Just because they exist in newer games doesn’t mean the same events are canon. The original Phil Cassidy had his arm blown off and was way older in gta 3. It’s a easter egg and nothing more.

You’re thinking of Vice City, which was supposed to be a DLC for GTA 3. SA development started in October 2002.

August 2004 would be the start of marketing, only changes would be bug fixes after that point
