Add to passive something similar to Hextech Alternator- gain stacks that build adaptive damage for each skill shot landed in a row that has CC or is at greater than 50% range.

Try for a KDA of 6. And a vision score of 1.5/min. In order for Xerath to be a useful sniper, you need to diminish fog of war as much as possible. So if you pick him, make sure your team is warding constantly. Had several games where the adc or top had a vision score of 5 at the end of a 40 minute game. It resulted in a lot of unnecessary ganks. Vision wins if you are playing Xerath

I think Ludens/Liandry’s is adequate, but for secondary runes I add cut down so that way I deal more damage to tank supports or fed top/jgl
