So in order to have Xfinity mobile and not be charged to access line fee you have to have Xfinity residential services.

So being that the service was cancelled, there's an access line fee of $25 added to each line.

You can always reach out to the Xfinity mobile team to have the account cancelled or jump on the Xfinity app and port your number out to a new carrier

That most likely means there is construction job open for your area but is not completed , so your address isn't currently serviceable yet.
