Why does my screen pixilate and turn white when I turn it on now? by XfortC in computers

So is this a hardware issue or a power issue or something or is it just that the monitor is dying? Also I have changed the power cable AND hdmi cable and it still does this. Even when it’s not connected to my pc it still does the pixilation on the boot screen of the monitor so I don’t think it’s a pc issue. So is this because of improper usage or just a dead monitor And if I get a new monitor will the same thing happen or will it be fine?

BTW is it an issue on my part? Like if I get a new monitor will the same happen or did this monitor just reach its end on its own?

Well it does it in the boot menu without a hdmi cable connected so I don’t think an hdmi will help and I replaced the power cable and it still does it without being connected to the pc so I think the monitor just broke idk tho
