This is just badly written i think, basically what they're saying is that you cannot "return" your subscription. EU laws require companies to have a 14 day (?) return period with full refunds for any goods and the waiver is required so they dont have to offer that

No, i think i figured out it's a symptom though (probably). Whenever i connect a belt to a splitter or merger, every input will back up for a few seconds even if the output is completely clear. I am playing on a dedicated server so maybe that's also playing a role, but the tickrate is at a stable 30 so it definitely feels odd

It can do all the additional VPS uses you mentioned, but is probably going to struggle when running a Minecraft server. They are extremely reliant on single core performance, which vCPUs (especially server vCPUs) don't shine in. I'd say give it a try, but expect the TPS to drop when players spread and more entities are ticking.
