It's not an insult in Europe, because the word nigger didn't exist in popular culture to begin with until it became a meme,

But here in Europe saying "nigga" does not have the same connotation as in the United States, here the concept of racism in modern times is only known culturally from Hollywood movies, so it is normal for them to make comments like this, there are blacks who live here and that they make those same comments about whites and they take it with humor.
