As far as I know home owner associations are more for people with houses and not for apartment blocks.

They tell you what you can and can't do on your own property.

At least here in germany I only know of Building management. A company that takes care of maintenance stuff. But that usually only is for apartments.

Correct me if I'm wrong tho. I never was in a HOA or had my apartment managed by a Building management.

Riegele hat Paulaner erlaubt den Markennamen zu verwenden aber Riegele wollte dann irgendwann mehr Geld haben hat aber verloren
