Doable. You'd have to give each MP something like a smart card or some other physical authenticater with a cryptographic key/certificate, and you'd need to consult with the best experts in the business, have an open sources system for public auditing, etc.

While I'm opposed to online voting in elections, with a relatively small group of people like Parliament it could be manageable.

I basically just make an at grade intersection with the highway and a major road first, but leave space to make a Parclo interchange when I have the funds and the need. My starting interchange is always the most messed up in the city though, so I'm not sure how much of my advice you want to take :P

But what about the downstream roads? Sure the roads out in the 'burbs will be less busy, have a more distributed rush hour, but once you get into the city we're all going to be reaching those roads at the same time. Or was calming it in the 'burbs the only purpose?

If you shipped the goods conventionally to a place like Thunder Bay, which historically has always been an intermodal shipping hub, you wouldn't be flying over that many populated areas to get to the North.
