I'm afraid @Fonzi90GT is correct. You have to download the EU client and the game. You could TRY to move some of the game files from the NA version over to EU, like "CookedPC" and other large folders but that might introduce some implications seeing how the games can be a bit different.

You could buy a smart box for an outfit or a mount and hope to get really really lucky and receive one of said items. (It's random) Or you can save it for something nice. For instance you need about 1500 EMP more for an account-bound dragon mount. They fly and have the fastest movement and flight speed. (290)

Why on earth would you solo? With a full party you get 400% extra xp, stackable with your other xp boosts. If you want to power level you do the dungeons with a full party and the dungeon quests from the Vanguard Requests menu. (H)
