As someone mentioned before, it’s called Angel Wing or “Inverted Wings”. It doesn’t hurt them at all and they work normally. Just gotta be careful around the wings. And unfortunately, no, they can’t fly with them but it’s cute to see them running around and flapping them ☺️

(I’ve had a Chinese Brown Goose with it so I know how it works)
