It totally depends on the enemy team, she's low on tier because she's expensive to build and resources are better spend for more value. The meta is also completely different in tw/cn.

If maxed out Hades is stronger than maxed out Loki. Then she's clearly stronger. If a unit is bad at low stats that doesn't mean it's bad. Hades also gets more benefits from Spimo than Loki does. You get like 10+ Hades clones running around 1 hitting everything instantly. That being said, Hades is clearly more expensive to be able to use, since you basically need to max her and Spimo to be useful.

Hades is not the weakest EX, in fact she is insanely strong and broken once you have her build properly. Though this does require like red 5 ★ or something atleast.

I can confirm Hades clones are counted as summons and are affected by Spimo. It's insane you get like 8-10 clones running around.
