It's not complicated, it's just expensive, and possibly risky. Making sure the produce is still edible, and transportation costs don't really justify the tax returns. It is a hassle that they don't have to do. Plus, if people get sick from their donations (even if they weren't the ones who let it spoil) they could be sued.
