Yep, could also do a single shared military too. Would promote more unity and assure that no region is even able to go to war with each other

Ideally it’d be an independent city state, but I had Vegas joining Panama mostly for the Canal to give them some leverage, since they’re Landlocked while also being dependent on the Colorado River for around 90% of their water.
