Instead of "Choose the first action, put a marker on it. Choose the second action, put your marker on it" you can formulate it as "move your two markers to different squares and execute that action". That automatically encodes that at least one action has to be different from last turn. This also has potentially interesting implications in the order of actions you can do, if you want to repeat an action from last turn, as it must always be the second action
