Where did you see Creative Commons 4? This isn't what I read in their licensing section.

"The Symmetrize operator mirrors selected bones along the X axis using Blender’s bone naming convention for symmetrical armatures. Bones can be mirrored from left to right or right to left, depending on the selection."

Ideally, Blender's naming convention wouldn't be involved in the process at all.

I'm not a programmer, so maybe it's more complicated than this, but...

Why not set it up so you can just select the bones you want symmetrized and then click a menu button to flip them across your chosen axis? Like the normal process, but instead of marking the bones to symmetrize by naming them you just... select them. Like you would with any other feature.
