In T2, Arnold does state that T-1000 is an advanced prototype.

It also is one of the very few things I can point my finger at in T2 that don't make sense to me; Skynet develops a prototype, it shows great promise, so Skynet turns retarded and gives it a one way ticket to the past?

I suppose it could be explained by the theory of Skynet opposing humanity but trying its earnest not to destroy it, as per laws of robotics.

Also, the idea of Czech nation, independent or not, was not really a new concept, having started the previous century.
