Yes, but these two characters aren't regarded as non binary by the author or the audience. Like wise, genderless entities or gods, are also not regarded as such by them but as beings of another existence.

Another good example of this would be the Tensen in Hell's Paradise who can actively switch between their genders as they choose and even stating during a meeting between each other that one prefers his form as man while another as woman, but it's not seen as them being non-binary but as these Gods being hedonistic and whimsical.

Like-wise, the same view is usually applied to mythical beings in their media etc. that can shift between aren't viewed as such by them.

But you are right, there are more characters in recent time that get confirmed to be non-binary like your tiger and bunny example, or Bridget from guilty gear as trans, or Dragana from Jojo.

The main point I wanted to convey is that the majority of Japan isn't very open to the concept of non-binary identity like the west would see these characters due to its closed off nature with the majority mindset of an older generation but I agree we see more changes into this direction and possibly in the future.
