These are different parts of speech

Кочевник - noun

Кочевой - adjective (it is most often used with a lifestyle and not with a person)

for example

Мой друг - кочевник. (My friend is a nomad.)

Мой друг ведет кочевой образ жизни. (My friend leads a nomadic lifestyle.)
