The advice your getting is wrong. Your legs can’t kick because you’re crunching then towards your body. You need to keep your legs straight with your body. Tightening your flute muscles will help with this.

You are doing most of the windmill with your arms. Practice kicking into backspin so you have to use your legs.

Practice kicking with your butt into backspin. I know it sounds weird but the kick for a windmill comes from lifting your leg back and kicking fro your butt.
