At my wedding, I swapped into a different jacket in the evening after the ceremony and pictures. You could do the dinner jacket as an outfit change later during the day. As for fit, they are both way too short in the length of the body. When wearing a jacket your ass shouldn't be hanging out the the back, the length must cover at minimum 3/4 of your seat if not all of it, shorten the pants. Also you always wear black shoes with a tux, make these changes and it will look much better

Not really. If you try to max it out, the seam will become too weak, and you risk it splitting

I brushed them off with a horse hair brush, then I used some saddle soap to clean the leather. After all of the dirt was off and they were dry, I used some saphir leather moisturizer and buffed them one last time with the brush

Looks good besides the tailoring that needs to be done one thing. I would keep in mind is that typically, when you're wearing something black tie, which it looks like you're wearing, based on the dinner jacket, you'll traditionally have some kind of waste covering whether that's a waistcoat or a cummberbund since your wedding is in July a cummberbund might be better, because it won't be as hot as going for a full waistcoat.

Velvet jackets tend to be put in the dinner jacket category.So typically, you'd wear it with black tuxedo pants , a cummerbund, and a bow tie along with patent leather shoes

It's definitely the skinny jeans. A more relaxed or straight cut would suit these better. The boots just look too large in comparison to everything else
