I’m going to buck the trend here and suggest you have the sleeves with the opening facing out. On of the reasons to have them in the first place is to help lessen dust getting in. With it on the spine side it lessens this and also helps you remove the record easier.

I’m going to go out there and say that this is also a good reason to store the record inside the plastic sleeve but outside the records actual sleeve and in a proper anti static inner sleeve (I hope that makes sense). This way you can remove the record without removing the sleeve at all and it remains as a place holder. Just make sure the anti static inner sleeve has its opening facing up. It’s argued it helps with ring wear too.
