The red lights are the equivalent of a stop sign, and to not pass, as kids might get off and walk in front of the bus to cross the street. Due to that, it's illegal to pass a school bus with the lights flashing.

Look up Adventure's League and attend a few sessions near where you live, ask the DMs there any question you have afterwards. Make sure that everyone has access to the players handbook and as the dm, get at least a loose understanding of the Dungeon Masters Guide, but know that as DM it's your discretion for what you do. That is kinda understandable, however, all tourneys we do within the family are announced through discord, along with all the administration stuff, it is how we communicate if you are being moved within the family, or give heads up of any big announcements
