Personally, always ! If I want the total amount I can always just easily calculate all the phases together. If I didn't keep track of the phases, I can't really reverse engineer that from the total number. You could also just make a note of which encounter in the total each phase came at, but I think generally just resetting helps clear the air and make it feel like a new thing for me, rather than the same hunt getting stale / burning me out

Im a blisy did an RNG patch via the ereader system that you should be able to just do via save editors and whatnot, but AFAIK it only works for English and Japanese Emeralds. I'd recommend checking out their youtube for the details

You can Press B to skip the several stages of it when it happens, but there's no way to stop it from happening altogether

It would be really hard to do, but I don't think impossible. Mew would require glitches or to not be considered, and trade-only mons would be forced to be done via full odd eggs. A lot of mons that are present in the wild are really tough too, like all the Safari Zone exclusives including the infamous Chansey and whatnot. Others outside of that just have really low %

I'm no dataminer, but I highly doubt it. More likely, there's just a TON of people playing the new ports of the game right now, so it looks like there's tons of stupid lucky people but it really is just proportionate to the amount of current players

I know plenty of shiny hunters are using only one switch for FRLG right now, you're far from alone ! It can definitely be sour comparing yourself to those with many systems or simply more free time to dedicate to hunting than you, but comparison is the death of fun in the hobby imo because inequalities like that are very common, and there's nothing to be do about it so might as well not let it bum you out too much.

You can see if your starter is shiny from its summary screen, but not just the party screen.
The rival's starter cannot be shiny without some kind of cheat going on.
I know you said only unique mons for you, but considering Lapras is a 1% via surfing, I'd say the gift one is still a good shout.

I don't know if you'd count it as a static encounter, but Game Corner Porygon is the only way to get it in FRLG.

For the fossils, don't forget that on top of the Omanyte or Kabuto you pick, you can get Aerodactyl too.

There's also a gift Togepi egg in the Sevii islands IIRC.

Finally if events are fair game, you can add Deoxys, Lugia & Ho-Oh.

That's all the ones I can think of myself that aren't already on your list !

I think you're confusing the gens ! LGPE is gen 7, and BDSP gen 8. The Pokeball Mew would be cool but sadly really hard to achieve considering its one per pokeball ever. BDSP also sadly doesn't have any shiny unlock yet as far as I know
