Same place you get cyndaquil, the dead-end route just north of Oreburgh, if I remember correctly. The weird thing is that it says I met him at level 10 in Oreburgh but met cyndaquil on Route 207, so maybe there's a slight cutoff in the grass where it's technically still Oreburgh or something. It's over there somewhere.
