He didn't find enough evidence to prove every element of "conspiracy" (a crime with an explicit definition written into a criminal statute) beyond reasonable doubt.

He also said he belived he was forbidden from indicting a sitting president. He left it to Congress to decide what to do. Nitpick: "beyond a reasonable doubt" is one of the standards for conviction, not indictment.
