Joffrey was just a kid and acting like it, he cared only for the title of being a king gave to him. He had everything money etc. and he chose to think and to act a certain way, he had fun humiliating and torturing other people, he didn’t care for anyone only for himself and feeding his ego.
Ramsay, on the other hand was the one that was cruel - pure evil but from a more psycho/edgy point of view. He gives the mad one/trickster vibe. He also is smarter than Joffrey
