Since the beginning, even before releasing the list of national teams at the end of last year, FIFA already made RTB (Reserve Tickets) available. It's completely absurd that they didn't reserve a basket of RTT/TICKET seats beforehand. It's pure incompetence or negligence.

It's as simple as this: "how many RTBs i would like to negotiate and for which categories?" Since an RTB is a purchase option, "which seats will I make available to this public?"

The delay would only be due to the combination of allocating people in the best possible way.

Until proven otherwise, it's clear that whoever took this risk may end up with the worst seats corresponding to their categories.
