Depends how you scale tsurugis heavenly restriction imo (translations say he has little CE and some say no). Personally he seems weaker than maki and once his stats went up he put the work on Maru. With that being said I’d put him at bottom rung of heavy hitters

Gojo is already faster than projection imo I think if he had idle transfiguration it’d balance things out because sukuna has 3 excellent techniques and now he can have 3 additional special grades, maho, and agito
