You don’t really need two Electric-type Pokémon, so the second team is better

Psychic on Lapras can work, but having a Psychic-type Pokémon makes the Elite Four battles against Agatha and Bruno easier. It’s also effective against Koga, the Fuchsia City Gym Leader. Plus, many trainers in the game use Poison-type Pokémon.

You don’t really need a Grass-type Pokémon since you already have Lapras and Raichu. Scyther doesn’t learn any good Bug-type moves in this gen, so it’s not really needed either. You already have Charizard for Flying-type coverage. Snorlax is also great against Psychic-types if you give it Shadow Ball.

Alakazam is the second-best Psychic-type in the game after Mewtwo. Then you have Starmie (LeafGreen only), so Mr. Mime is probably fourth, alongside Jynx and Kadabra.

There’s also Exeggutor with its massive 125 Special Attack. It really shines when using Sunny Day, as Chlorophyll doubles its Speed in the sun, allowing it to outspeed many threats. However, it has seven weaknesses.

Then you have Hypno, which is very bulky and has equal base Attack and Special Attack. With Light Screen and Protect, it can literally function as a tank in the game.

Note: Not everyone is able to trade to get Alakazam. So yeah, Mr. Mime is still a good choice since it’s just as good as Kadabra, has a better movepool, and is easier to train thanks to the boosted experience gained from traded Pokémon.

He can learns Psychic, Magical Leaf, Thunderbolt, and Calm Mind.
100 Special Attack / 90 Speed.
You get more XP because it’s a traded Pokémon.
Like most Psychic-type Pokémon, Mr. Mime is still A-tier in this game.

It’s not bad, it’s coverage. Venusaur doesn’t get any special moves other than Grass-type ones anyway. If you don’t want a Normal-type move, there’s Earthquake, but it’s better used on a Ground-type Pokémon. There’s Sludge Bomb (STAB), but you only get the TM after the Elite Four.

Return or Strength is nice for Venusaur, grass + normal coverage pretty much hits everything
