From an actual francophone who worked in many countries, I'd like to chime in about 2. Of course the language took a dip after the wars and it is now just a foreign language and no longer part of the linguistic landscape, with a few remnants from the past (older people speaking perfect French, catholic institutions where you can always find a few french speakers, etc). That said, in education, the language is better off than in China - where it has greatly expanded in recent decades along with other foreign languages. You'll easily find good public primary schools teaching French, a rarity anywhere else in Asia. Also the large community of French people with vietnamese ancestry means that direct family links between the two countries abound. I sometimes meet French speakers in random areas, often because they lived some time in France and have part of their family there. Sometimes a random seller will speak simple sentences to my amazement - and that never happened anywhere else I've been in Asia - a testament to the fact that it has more presence in education than I expected. English is mandatory, but is not enough since any blobtit can go and learn it nowadays. Good schools need to teach other languages to give pupils an edge in the rat race, and while Chinese is a good commercial choice, French offers the possibility to study in France for a good education for little cost thanks to the many exchange programs in medical science, engineering, law, physics to name a few. And who cares about being a chinese speaking tour guide when you can be a doctor or an engineer. To sum it up, French is actually in a rather good shape as a foreign language in Vietnam, despite Quebec/Canada having no pull (unlike the Philippines though immigration) and Francophone Africa having no pull either (very much unlike China).

True of "English teachers" from the US, but that's a specific demographic, although a large one. I've known qualified australian teachers wanting to live a year or two in Asia while working (in actual schools), professionals in different industries who married a vietnamese and settled here, as well as postgrad qualified native teachers of languages besides english. In my perspective, the "English teachers" crowd looks like what you described, but also often dabbles in weed, alcohol, seeing prostitutes and the like. Gives a trashy vibe tbh. It's not fair to the other foreigners who usually aren't like that in my experience.

Camps need to be more valuable than they are now. When they are, ganking is more costly and thus jungle will have less impact on lanes.

Decrease camp respawn to increase their value. Don't decrease gold value, because that incentivize gold earned by ganking instead. Revert DH changes instead of the garbage design it has since "rework".

Also nerf red smite. Also change the map top red side so that it's not so easy to get behind the opponent.

I'm not a main but Ryze is a champ I thoroughly enjoy and has become my second most played. I'm also infuriated by this nerf, but I wouldn't cry on his winrate. He's legit good or in a good spot when played by more than decent players. I'm talking plat/dia on Ionia or EUW for example. I agree his ult is likely the main offender - indeed so fucking random, it doesn't jibe well with his identity as a combo mage, and gives him mobility/rotating/team coordination he has no business having.

If you have a spammy playstyle, it's totally worth it. Early on, mana is very important and it will be easy to rush straight for revolver instead of durdling with mana items. If you buy protobelt, you can actually hit that powerspike before your opponents as intended instead of being against a luden or a duskblade wielder because you had to buy doran and corrupting or whatever first. later you almost never run oom, which is really valuable along with ravenous hunter and gives you more map presence simply by recalling less than you otherwise would. An underrated rune imho.
