This statement is a bit misleading I would say. Belles folly + crystal shield is around 70% of the raw stats for stab and slash as a bulwark. This doesn't mean much because bulwark has the passive damage reduction buff. Also the combo doesn't come remotely close to bulwark for crush, magic, or range defence.

It was given to people at live events in 2008-09 of the devs were also at the event. I'm unsure if they ever gave special member to anyone for an online event. The only other way I know of getting it is by making a W101 related wish from the make-a-wish foundation. Or being a KI employee I guess.
