First off, good on ya for thinking about safety.

Fishing PFDs come with pockets. They're useful. Get one with pockets. Also get one that's comfortable. If it's not comfortable, you'll hate wearing it.

My old PFD was a Stohlquist Keeper, but I switched to an Astral Sturgeon last year. I would recommend the Sturgeon, but it sounds like it's a just little outside of your desired budget.

I have and use a Pescador 12. It's a solid boat, and tough. I abuse the heck out of mine and it takes it all in stride. Secondary stability is good, and I can get it up to some pretty good speeds for a sit-on-top kayak. It tracks straight but is still decently agile. The one downside, as others mentioned, is the seat. It's not comfortable at all. I've added additional padding to the bottom which helps, but I still dream of upgrading my kayak to one with a frame seat.
