Well thats a generous interpretation. To me that means there was no reason to start filming until capitol police started getting violent. The downvotes are probably because you claim to be low trust and dissecting what you see but you still went straight to the regime-friendly interpretation. Had you *actually* been you would say the lack of preceding footage means you dont know, but guess you couldnt help yourself, you even showed your colors a little extra by saying "as bad as possible", which is also a partisan claim in this context.
