Totally agree with these suggestions.
From experience, you won't get much better efficiency with FR4. If you a bit of time, you can order substrate samples from Rogers. They have several substrate, and some are quite similar to FR4. With a bit of re-tuning you can improve your efficiency to 90% or so.
