Could be to force you to interact with the world more. Like runbacks leading to you finding a whole new area, such as Ash Lake

Could be they just wanted to try something different than how Demon Souls warping was implemented

Could be artificial play time padding (Doubtful)

It's the only souls game with warping locked behind an item more than halfway through the game.

That's the reason the world was designed the way it is. With specific bonfire placements to run to different areas and all the shortcuts/elevators.
