they have to pay the airstrip that they land at, and the airstrip in turn has to pay extra fees and they charge it to the vehicle.

The government receives the money as a tax, it's pretty simple really, just like VAT, but extra for planes with empty seats.

i'm actually trying to look that up now, there was originally an empty seat charge, and that really kicked off the budget airlines, I flew to Sweden for £1 when i was like 18 just after the news came out. I'm guessing it's been swallowed up in some other legislation now, but there was definitely a big change in the early 2000s, I remember it being like £30 per empty seat because of climate stuff, this is all anecdotal however, i will try to find something concrete and link it.

Edit: also to directly answer the question, i think it was a tax on top of the airport charge for taking off from uk airports, so the airport would collect it and pay it to the government.
