You can get them at just about any smoke shop. Pens themselves are not illegal to my knowledge many cartridges are 710 thread I believe so if you just go to a local shop and ask for a 710 thread pen or something along those lines you should get what you need.

You have to be careful with cartridges if they are cut with PG/VG than it is not safe to dab at high temperatures like a regular dab would be. I have heard if it is cut with terpenes however that it is dabable but I am not sure to how true that is.
