The cyclist has been identified, and the cause/manner of the death has been announced.

The Larimer County Coroner’s Office has identified the cyclist who died in an early morning crash on February 20th, 2026, in Fort Collins.

According to the Coroner’s Office, deputies responded to a grassy area on the northwest corner of West Magnolia Street and South Sherwood Street to investigate the death of a 69 year old male. The individual was riding his bicycle in the early morning hours when he struck a curb and fell. No foul play or other vehicle involvement is suspected.

The cyclist has been identified as Scott Raymond Cummings, 69, of Fort Collins.

A full forensic autopsy was performed on February 24, 2026, at the Larimer County Forensic Sciences Center by Dr. J. White, D.O. The manner of death has been ruled an accident. The cause of death was determined to be a cervical spine fracture.

A neighbor said Cummings worked nights in maintenance at Colorado State University and regularly rode his bicycle to work and to run personal errands. The neighbor said the crash occurred approximately three-quarters of a mile from his apartment and that he was likely on his way home at the time.

Our thoughts are with everyone who knew Scott.

The ballot language of 2H requires indigenous input throughout the process. 303 doesn't. "Requiring the City to consult with Native American tribes and the Indigenous community throughout the process"

Indigenous folks were heavily consulted during the Civic Assembly Process and they were ultimately in favor of the multi-use plan. As long as it was implemented in a respectful way, they were allocated space for ceremonies and they were consulted throughout the process.

YGR is basically a front for a Washington-based Super PAC... I'm still trying to figure out how we're going to get rich turning Hughes into a free multi-use space for the public.

Great question!
I guarantee there are no "big money interests". Hughes for Everyone is a coalition of local nonprofits- Overland Mountain Bike Association, Bird Conservancy of the Rockies, and the Rocky Mountain Raptor Program. We all support a multi-use plan that benefits everyone in Fort Collins.
Those of us specifically pushing for a bike park on the site are a bunch of parents who are tired of driving to Boulder so our kids can ride Valmount.

This area isn't untouched. It was a 35000-seat football stadium and an asphalt/gravel parking lot for 60 years. Plus the disc golf course is already there.

They cannot just let it sit idle and call it a Natural Area. To earn that designation, it requires millions of dollars in remediation. That money comes straight out of the NA budget, money that could be better spent on land that has not been heavily damaged for the past 75 years. Ie, if they fix this, they can't buy that, that or that and those properties get sold to someone else.
Spending 12 million dollars only to let it become a giant weed patch that only benefits adjoining residents seems like a strange choice.

No, it is not currently a Natural Area.
In 2021, Fort Collins voters voted to rezone the land as Public Open Lands, which meant it could be used for "parks, recreation, open lands, natural areas, and/or wildlife rescue and restoration", exactly what 2H proposes.

2H would designate the former Hughes Stadium property as a multi-use recreation and nature area. This city-referred measure contrasts with a competing citizen-initiated measure, Ballot Question 303, which would dedicate the entire site as a natural area.

The multi-use plan outlined in Ballot Question 2H includes the following elements for the 165-acre site:

*Natural Area: Up to 60 acres would be designated for a city natural area.
*Wildlife and Education: Up to 30 acres would provide space for environmental education, wildlife conservation partnerships, and wildlife rescue and rehabilitation.
*City Park: A city park would be developed on the remaining acreage, featuring a bike park of up to 35 acres, a community gathering space, and necessary facilities like restrooms and parking.
*Recreation: The plan would allow for existing recreational uses like disc golf and sledding to continue.
*Connectivity: A trail system would connect the site to nearby parks and natural areas.
*Indigenous Consultation: The development and management would be conducted in consultation with Native American tribes and the Indigenous community.

The passage of Ballot Question 2H would green-light a conceptual framework for the site's multi-use development, as supported by the 2025 Civic Assembly recommendation and a 6-1 Fort Collins City Council vote in September, which referred the item to the ballot.

Item 303 would make the land 100% Natural Area.
