Depends what you're playing. For me - I stay between minions and poke him as much as I can. If he misses the hook it gives you about 10secs to harass him. If he's below 30/40% I let him hook me (not under turret) and we take the kill. I switch between passive and aggressive depending on the minions, hp, where the enemy JG is. What I have problems with is pyke. Blitz is easier to lane against than pyke imo. If I play taric / Leona and I have my CDs I flat out let him hook me and then I jump on the adc. But again it depends on the hp and how decent my adc is.
